The International Scientific Meeting Office (ISMO) was founded in March 1999 with the aim of expanding international collaborations in science and technology of Iranian universities and research institutes. Among its first tasks was the implementation of the Memorandum of Understanding (MOU) on cooperation signed by the then Ministry of Culture and Higher Education of the Islamic Republic of Iran and the Abdus Salam International Center for Theoretical  Physics (ICTP) in Italy. In July 2001, the ISMO was officially renamed the Centre for International Scientific Studies and Collaboration (CISSC) and expanded the scope of its activities by identifying, developing and managing unique collaborative programs designed to address the scholar challenges of Iranian academics in a globalizing world.

Today, the CISSC continues to operate within the new structure of the Ministry of Science, Research and Technology (MSRT) in Tehran. The CISSC is striving to develop global partnerships customized to enhance the ability of Iranian scholars in universities and research centers through its many sponsored activities and events. The CISSC acts as an enabler and catalyst of significant efforts undertaken to take advantage of multiple benefits of international science and technology (S&T) collaborations. Its current activities and programs involve hundreds of affiliated faculty members and research with specialization in fundamental science, medicine, social science, engineering, art, architecture, agriculture and environment.

The programs are funded through the annual budgets allocated by the MSRT, and cash or in-kind contributions by other government institutions and private sponsors. The MSRT has undertaken to finance R&D in a variety of discipline such as fundamental science and engineering to promote knowledge creation in order to find the solutions to grand challenges which require S&T advances.

Internationalization is increasingly becoming a major priority for all Iranian institutions of higher education in order to help the achievement of the twin goals of creating an environment of academic excellence, and increasing scientific and technological competence of Iranian researchers and faculty members. The CISSC works closely with Iranian universities and research institutions to establish links with internationally leading research institutes and creative R&D centers around the globe.
